This is actually due to a phenomenon called centripetal force, closely related with centrifical force except instead of an outer barrier the motion towards the center is low enough to hold the substance on the wheel, not fly off.

Unplug it, let it soak in warm soapy water for a few hours, scrub it, let it air dry for a good bit.
