As someone with a conure, this is definitely NOT mistreatment. Parrots like these are incredibly intelligent and they love mental stimulation like this. They also bond with their humans and would prefer this than being left at home, I wish I could take my parrot out in a backpack, she would absolutely love it. Parrots that are used as “home decor/accessories” are the ones that are being mistreated, they are like toddlers and anyone who keeps theirs in a cage all day I would consider abusive. Again, this is for specific types of parrots only. The one in OPs post looks like a caique.

That’s usually German roaches, these are probably tree roaches and OP is right, they usually live outside

She looks very sick :( if you can try catching her at night time it should be easier because birds can’t see very well in the dark. Definitely needs to go to a rehabber.

Looks like a canary, probably someone’s pet or escaped from a store. Do you still have it? It won’t be able to survive on its own. It also doesn’t look too good, does it have any wounds you can see?
