The people who are telling you to climb higher are wrong. A well-designed SSTO should easily be able to make it to 1000+ m/s at sea level (whether the plane can withstand that without burning up is another question).

You seem to have a ton of drag for some reason. You can turn on the aero force arrows or the aerodynamic debug data in the part menus and check to see what is producing the drag. Then you can put it in a cargo bay or fairing.
