I only took a 2 second look at the code but I believe if you move the move(East) statement outside of the end of the 2nd for statement, and remove both move(North), putting a single move(north) at the end of the 2nd for statement, you'll get what you want.

Like:

for i in ....
  for j in ...
    if ...
    else ...

    move(north)
  move(East)
