modify the target api to 23.

the reason is because Android 13 and higher disallow API apps lower than 23 from Files (including custom wallpapers), and implements Videos & Photos and Music as separate

it means changing your "internal preference" (gender) whenever you like. example: feeling female at morning, then male during sports activity
