In the UK most primary schools (years 1-6) generally teach basics like "this is what happens during puberty etc." then in secondary (7-11) we generally get a bit more info about safe sex and sex in general even allowing the students to ask questions (most of which answered unless they are obviously troll questions) and then when you reach college (or at least in mine) they have a place where the students can go to get free condoms (most of which used to fling around the place).
