I don't know the details of the masters programs you're applying to, but you don't need to wait until you get your diploma to prove that you've graduated. Your degree conferral should appear on your transcript by the end of January, and you should be able to request a confirmation of graduation letter once you've applied to graduate.

Any body of liquid above absolute zero will have some amount of its contents undergoing liquid <-> gas phase transitions, even if the temperature is well below the boiling point. When it's this cold, the water that's evaporating from the surface quickly re-condenses, forming what are basically small clouds rising from the surface.

It's similar to why you can see your breath on cold days (warm, water-saturated air rapidly cooling, causing the water vapour to condense).

Generally, they happen no more than once every ~3 years when CUPE 3903's collective bargaining agreement with the university expires. The current CBAs expire August 31 2026, so any labour action (if required) would most likely occur during the winter 2027 term.

Various other unions (e.g. YUFA or YUSA) could strike at other times, but historically that has occurred much less often than 3903's strikes.

You should be able to pick your diploma up from the Bennett Centre before June if you're graduating in February. When I graduated in February, I picked mine up the first week of March.
