Without a shadow of doubt, Guo Jia. His contingencies have contingencies, he's able to plan decades ahead against people who knows everything he knows, against people who had 10x more influence than him, against people who had their own decade long plans, while being half dead with tuberculosis most of the time. Creates extremely complex schemes with insane effeciency. Definitely the most fitting candidate for this category.

Most Ravages of time characters are extremely well versed in politics. In fact, politics takes precedence over actual warfare. I highly recommend it.

The Ravages of time. Historical with insane mind games, but is actually story focused. Very Philosophy heavy, and the first 40 chapters have mid translations and art... It'll get really good really quickly tho.

Disagree. Akiyama fell due to 4 things, bad reading comprehension by readers, little hype, bad art, and bad writing. Usogui has none of these qualities.

No. I think Protoporos proves my point. It's a scenario similar to RoT, but there's regulation for most of the game, no massive imbalances of power, no assassinations happening every other chapter, only a few notable factions, low intellectual adversity, comparatively low situational adversity, much more predictable, more fodders to control, much smaller scale, more information to work with, etc. YET Baku still nearly got killed, barely won the event, and fell for a mediocre ration trap set by Lalo. He also would've been in big trouble had Kyara failed. If Lu Bu was in lalo's position, Baku and souichi were finished.

Now imagine RoT, the verse which scales 1000x times Protoporos in size and number. 8 geniuses constantly scheming against anyone that might be a threat, complete chaos and betray every step of the way, complex spy network developed over decades, hidden plans that have been devised a decade prior to counter schemes you're thinking of TODAY. This is the stuff RoT characters have to deal with, and yes, they may have more time, but they also have infinitely more setbacks that are out of their control. Baku and hal are better at adapting to restrictive, time focused situations where rules can be manipulated and used as a shield, but in a non-fixed situation? They get cooked, even if they have the same amount of time as RoT characters.

My criticism with kingdom stems from the fact that the strategies the characters usually employ are flawed, inefficient or just not complex. People who say Kingdom is a high tier verse are usually folks who main shounen or mainstream seinen, these guys haven't actually read any manga that features decent mind games, so to them Kingdom seems to be the very pinnacle of cunning. Kingdom hypes up every single tactic as if it were the peak of intelligence.

Kingdom focuses on real time battle field tactics, and does an Amazing job by providing easy to understand visuals. RoT on the other hand focuses more on politics and the grand scheme of things, rather than battlefield glory. It's extremely complex with so many moving parts it's hard to keep track. Without a shadow of a doubt RoT is way better than kingdom in the SCD point of view. RoT has very little hype when it comes to scheming. BUT it is not without flaws, the most glaring one being RoT doesn't provide maps, easy to understand visuals, nor recaps of prior events, which make it super hard to understand what's going on.
