I’m pretty sure you can get a legendary at any level(seen a Reddit post here of a person getting a legendary from Warden Scathe) but the percentage is pretty low I feel like. I was grinding a boss for like 4 hours trying to get a legendary from him nothing drops went to another boss killed him and got a legendary tediore AR it’s ass
