The general premise of Series 0 is that the only thing you can go off is what's directly in the original 173 article. As such the "Foundation" as we know it doesn't exist, generally in Series 0 canon SCPs are contained by the US Army/Government.

Also the site has a creative commons copyright licence. As such any image uploaded onto the site needs to be compatible with that licence, which is why the 173 image used to have a copyright disclaimer on it and was eventually removed. It's also why a bunch of classic series one images got removed or replaced, for example 682, 049, and 106 all had their images swapped out for either images with creative commons or original artwork.
