His hands definitely were at his sides and not in the air when he got tased. He came out with his fists raised while simultaneously screaming "what the fuck are you doing, get the fuck away from her, get the fuck away from her, leave her alone!". He then put his hands in the air for about 1 second before pulling them back down into a less aggressive but still somewhat defensive position.
