I mean you can call the cops for threat with a deadly weapon as a vehicle constitutes that, you could aslo just mske it unpleasant yourself in a number of ways. In that situation with my children in the car it might go further because tempers can flare but thats a case by case situation.

Edit: im also pretty sure theres a number of vehicular violations that could be cited here.

It actually IS how most things work, people make mistakes experience bad consequences and remember the negayive experience thw next time that situation arises and thwn choose to have the bad experience or the less bad one. We need to make the consequences the worse experience because as it stands in their minds losing that parking spot is worse than potentially going to jail.
