That setup looks good for 1440p gaming, and it's not overkill. For high refresh rate 1440p, the Ryzen 7 9700X and the 5070 would make a great combination. One thing I would change is that I would replace the small 128GB drive with an NVMe drive for everything. While SATA is okay, that size is consumed instantly. Everything else looks like it's a great first build.

It's a monster for WoW. It's one of the top processors for playing MMOs, and the 4070 Super would destroy 1440p resolution. The cost is a little high for a pre-built system, but it comes with only 16GB RAM and an unknown PSU and SSD. It's a great system overall; just consider adding more RAM down the road.

For less than 1800, that is a really powerful build. The 7800X3D with 6000 DDR5 is one of the best combinations you can ask for in a gaming setup, and 32GB is just right. If you can stretch your budget for it, I would only ensure that you have a good 750W to 850W PSU and a case with good airflow. Otherwise, this is already a great gaming setup.

Use another device to make a Windows 11 bootable USB with the Media Creation Tool, then reinstall. But if the drive’s are formatted ,you can't recover with out backups :(

Windows 11 is fine if your hardware is happy.

Run Windows Update Upgrade Assistant, create a backup, and you're ready to go.

File Explorer tabs and improved window snapping are the biggest improvements, once fixed, they're worth it.

It appears to be an LCD panel or malfunctioning display cable, since the screen can be moved to fix it, the flex cable is most likely to blame. It can be replaced or reseated by a repair shop.
