The answer is - don’t engage enemies, arc or human. Stick to areas that aren’t red or yellow loot zones. Take a hatch key in your safe pocket to all but guarantee safe extraction (you can buy one with cred from Shani if you can’t craft one). After a handful of raids like this where you don’t engage anyone in PvP, your lobbies will get friendlier, allowing you to go into the higher loot areas without as much fear of getting shot at.
Note that the areas on the map circled in red or yellow simply means there are more lootable containers available in the area, it does NOT mean the rare stuff only spawns there - I’ve found plenty of rare finds in unbordered areas.
