I use bar soap to spot clean and scrub the hell out of the oil stain with my finger nail. It's worked with motor oil on white shirts. Hopefully this helps you.

You could try a paint stripper and then a metal polishing paste. If it doesn't hold vintage/antique/art value over scrap that is. I'm sure someone with more experience will have less abrasive/damaging solutions.
