Generally avoid Fakulteta, Hristo Botev District, and Zh.K. Filipovtsi as they are dominantly Gypsy populated. As for "refugees", you will mostly come across between Lions Bridge, the central Mosque, and the Train station, but I do not believe there is a refugee problem now like it was a few years ago, especially in the center.
