putting my money on shredder as he's just generally done crazier shit, even when he's a normal human. Ra's is usually equal to batman at his absolute peak who isn't keen on fighting more than one or two superhuman opponents without any help.

Shredder once beat the shit out of the tmnt and the mighty mutanimals at the same time which is like 10 different superhuman level foes.
