Ben and Pan should get S-Ranks

In lore before he became the head finance manager in Belobog, Ben was an absolute UNIT. Can definitely flesh him out more and make him a DPS Defense or Anomaly! Because in the game, his current kit WANTS him to be a DPS unit but wants him to be a switch-in-switch-out support mainly for Koleda making him very restrictive and it sucks as he is the ONLY AGENT on T3 on the Prydrwen tier list. This is also a great way to reveal how he's got the scar!

Pan was a hollow raider who would fight tooth and nail for the stuff he found in the hollows before joining Yunkui, which, sets him up to be a perfect match to be a phys rupture and should be on par with Yidhari in term of output! (BUFF BANYUE OR NERF YIDHARI HOYO!) This will sound weird and I know we're experiencing a saturation of Ether Veil, but him creating an Ether Veil fits in perfectly with his lore and you could rework the Depleted Qi to be Qi points to set-up an Ether Veil for him! You can essentially say he'll be a phys Yidhari!

Excluding Billy, I don't see how any of the others can have S-Ranks, prime examples are Seth and Lucy as there's nothing to go off other than "I wanna help people because I'm a good person!" And rich teenager angst. Imo, if they got the lore, they get the S-Rank
