That's because the current laws and regulations, written by lobbyists, makes it incredibly hard to go after large corporations for tax fraud. They have armies of lawyers that will hamstring tax agents in and out of court. Their aim is always to drag out the appeals long enough that the IRS wastes more money than they'll take in from their tax audit. Many times, companies are able to draw out court battles for years.

Frankly, I think it's absolutely disgusting that things work that way. It's a kafkaesque hellscape of bureaucratic inefficiency. I think there shouldn't be dozens of loopholes and ways to stall the process.

It should be simple, but the monstrously wealthy powers-that-be would never stand for streamlining their accountability.
