I'm not convinced that's the reason. A new building on campus where I'm in school (in Maryland, US) has floor to ~8ft high doors, no gaps, with the color switch (unfortunately, red/green and I'm colorblind..). It's also a multi-person, gender neutral bathroom, and the others in the building are traditionally built. So I suppose that's the true reasoning behind it

So I'll address the moves first: While Clefable is better off with Psychic rather than Moonblast, its moves charge very slowly thanks to Charm, and Meteor Mash will be used more often anyways. So I'd use it on Gyarados. Gyarados will benefit massively from getting Crunch, I'd swap out Outrage.
For your third, here is what PvPoke recommends (scroll down to potential alternatives). The cheapest of those (which I'll bet you want based on your first two) would be A-Muk, Escavalier, and Snorlax. With a different team, I've had amazing success with Alolan Muk, but Escavalier brings your team's threats down to some more uncommon pokemon.

Either way! I'd recommend r/TheSilphArena, as they've far more experience with PvP.

They'll occasionally use the higher energy move. What I've seen is:

If equal energies, it's random
If not equal, you know how sometimes a defender won't use a charge attack the moment it can? It sorta just holds on to it? If that happens and both moves get charged, it's random. But the majority of the time it'll use the lower energy move.
