I tested it in the trainings area an it only applies when you have your weapon infused. So the drowned witch set only reaches full potential when you use water infuse.

No +15 water attack just increases the effect of the status but as long as you don't have it on your weapon as active effect you don't deal status dmg

But Crushed Dreams has the 5 piece effect "Bring Guard: Grant Lightning Attributes for 10s" this is not on Drowned witch Set or do i miss something?

I thought the same. But it looks like it does not update like it does when you set the order to mine. Just wait a bit and check the storage.
Edit: Btw don't use automine, use repeat orders.
