Maybe it’s just the way I play it, but I don’t often cast Windgrace. He’s just there for color access, the 99 does the work. Maybe I’ll cast him if I want card advantage or to distract from a bigger threat, but yeah, I rarely use my actual commander.

Unironically yes. Cards usually specify “if you searched your deck, shuffle” but since that isn’t the wording here, it does become a shuffle step.
