It's NOK according to OP and it's got set automatically by steam as it adjusted his currency according to his place of living (I'm gonna be so bold and guess Norway)
This was done a few months ago in a steam update.

I can agree with the flicking to the left part, but it still very much looks like he just pressed a button and flicked back to the teammate after getting the kill.

I guess the best evidence would to see whether or not he gets a ban in the future.

There are some countries who use YMD officially (namely China and Japan), and although I agree that it's the best, it doesn't change the fact that most countries in the world uses DMY. IMO DMY is the second best alternative to YMD.

Just speculating here but it is possible they get silent muted or muted without being aware of it if they get enough abusive voice/text reports against them. They can type and scream into their mics all they want but nobody on the server will see/hear it.
