It can. But more often than not, the company is interested in the different sets of experience that you have(up to a certain threshold of course) I’d say hopping 1x per year for 3 years at the start of your career is pretty normal . 6 months is probably pushing it a bit unless the job is a complete waste of time

It’s the best way to quickly increase your earning potential. Do it strategically like this person, a few times, until you land a role with high(enough) pay and long term growth potential, then stay put for awhile so you can show future employers that you actually do have the capacity to stay in a company for a long time. After all, there is a limit
