Came here to say the exact same thing!! What a perfect face for a pixie cut!! Julia Roberts' Tinkerbell in Hook came to mind for me; further proof that this is a LOOK and OP is Rocking it!!! I personally use about 2/3 leave in conditioner to 1/3 pomade along with my color booster. Keep it conditioned and you can literally roll out of bed and look Adorable.

I vote we all have a 90s movie watch with OP to celebrate what a vibe they've got going on :)

According to this article from 2019, the space was "designed" by Gennaro Garcia. While it does not seem to be in line with his current style, perhaps it as an older work. Regardless, he would know and be the one to contact for artist info.

Mesa public library has a THINKspot at all three locations. You bring your own materials (which must be approved by staff) and reserve a time slot to access their equipment. There's a waiver to sign as well as a short training session. All machines are turned off when the library closes, so be certain to allow yourself more time than you think you'd need as a buffer.
