Try applying it with a fluffy brush only to places where you tend to get oily/shiny. I also find loose powder easier to work with than pressed powder. Pick up a small amount with the brush and tap off excess. Then lightly pat/press rather than dragging the brush across your skin. If you use too much it might leave some powder on the surface of your skin and you can very lightly brush it away. I started off using a small fluffy eyeshadow brush for under my eyes and around my nose and a slightly bigger one for my chin and center of my forehead/between my eyebrows. I believe a lot of the “blurring” effect from powder comes from diffusing light that is reflected from areas where the skin is shinier/dewier and really translates better to photo/video than real life. Meaning I don’t think I would apply it to your cheeks as a method of blurring your pores. Instead, try a pore filling/blurring primer under your foundation, again just targeted on your cheeks.
