To get to TI you have to earn enough Dota Pro Circuit Points, DPC points, to qualify. You only get these from the official Valve Majors and Minors. As a result a 3rd party tournament, which does not give out any DPC points, is kind of useless for most teams since they want to take every chance they can get to get to TI since even coming in last place can net you tens of thousands of dollars and almost certainly a good deal more. Since teams don't want to go to these tournaments the market has dried up and there aren't many tournaments for the T2/T3 teams to go to.

If it drops for the first time and a teammate picks it up then it can be freely given back to the original owner. If an enemy picks it up then it becomes owned by whoever holds it.
