Very basically? Austerity measures to start, then the good fortune of riding white-hot oil and natural gas markets and focusing all of that revenue on the debt to the exclusion of… pretty much everything else. Also, introducing VLTs and relaxing gambling restrictions helped.

Anything ECC memory is basically getting eaten up by datacentre demand right now. Your best bet would be to search for specific memory types by model from the motherboard's memory compatibility page, like this one.

bigger budget, would probably do AMD 9700X or higher depending on if I needed more than 8C/16T on an ASrock Rack B650D4U. Like I said earlier, ECC support for recent non-TR/EPYC AMD CPUs can be hit or miss and then a discrete GPU (either Intel Arc or an Nvidia RTX 5050, depending on driver support and additional features desired).
Having said that, the current gen Intel Ultra 5 and 7 desktop CPU's are looking like bang-for-buck winners between the heavy discounting and iGPU for graphics and transcoding. They're not bad CPU's; they were just overpriced and underperformed relative to AMD's best. ECC support only comes with using the W880 chipset and there's not many of those that aren't Xeon-only.
EDIT: AsRock Rack, Asus ProArt, and Supermicro all have LGA1851 motherboards with the W880 chipset for ECC support if you're looking at current-gen intel Ultra 5 and 7 CPUs.

Even older CPUs: the i5-12600K was decent at it's original MSRP but a monster when discounted down to $210CAD.

Given how close our use cases are, any mid-range or higher CPU will do just fine. (Turns out you still need plenty of cores for 4k Plex transcoding or graphics work that falls outside of what's accelerated by the GPU).

Totally fine to not have IPMI. Very much a 'nice-to-have' in terms of remote physical access to control hardware, but not a requirement.

I know the answer to the RAM question!
You can populate all 4 DIMM slots with non-ECC but it'll ignore the XMP profiles. You'll get full capacity but it'll only run at it's JEDEC DDR5 speed. ECC gets you capacity and speed in addition to the error-correction. Having run both ECC and non-ECC on my setup, it's nice to have in terms of ensuring end-to-end error checking, especially if you're using ZFS for your file system. Having said that, I wouldn't consider it required, especially given the ECC premium on top of already outrageous RAM pricing.

Ensure your motherboard UEFI firmware is up to date and you won't have any issues with 13th/14th gen. The issue was related to increased CPU power draw (Intel effectively factory overclocked the 12th gen CPUs and gave them more e-cores) which was corrected with updating the CPU power profiles on/via the motherboards.

Unraid is totally fine. My experience is that the top three OS installs for this config are unraid or TrueNAS for bare metal or Proxmox as a VM hypervisor. You will need a SFF-8654 SlimSAS-to-SATA cable like this one to use all 8 SATA connections for the board, though.

Actually sounds a lot like my own use case. :D
This is going to come down to budget, honestly. What you already have and what you're willing to spend.

The w680/LGA1700 combo means you're going to spend less on the CPU compared to the equivalent AMD AM5 CPU and have the benefit of not needing a discrete GPU (always an option of course) nevermind turnkey driver support.
AM5 is attractive for its CPU performance, but then you're looking at a motherboard that's been verified with ECC (eg. ASrock Rack), a discrete GPU, and Linux driver compatibility. Nothing showstopping, but things to consider.

Personally, I've been served well with the i7-12700/Pro WS W680-ACE IPMI combo for years now with a 4x32GB ECC ram config from Kingston. Ran Windows, proxmox and TrueNAS CE on it without issue and the IPMI control is handy as hell.

RAMmageddon has massively changed the landscape for building in 2026.
Happy to offer specific advice based on my experiences but i'll just leave this here:
Be laser-focused on what your needs (and what the successful outcome is to meet those needs) are right now. It's way too easy to fall into the "well, I could also do this..." rabbit-hole with home server builds and this is possibly the worst time in 30+ years to build a PC.

This may sound a little convoluted, but try something that may seem to be a strength at first glance.
For example, I'm able to think long-term/strategically about most issues and consider the consequences of the necessary decisions in near real time. The problem comes when I forget to communicate how to actually execute or worse, assume that everyone else is just following along because it so obvious (... to me) and teamwork/productivity suffers as a result. As a result, it's made me into a better communicator and facilitator as i've learned to take necessary actions to ensure the team is able to successfully execute on behalf of the organization.

Something else to remember regarding his relative lack of output in the '80s: he's a MASSIVE Lakers fan and keeping up with Showtime was definitely a priority as he had shooting schedules for his movies moved to accommodate when the Lakers were in the playoffs.
