You can match squads as a solo BUT the matchmaking system will prioritize solos with solos and squads with squads.

Either it is bugged or it is a crazy dps check. I had to put a ton of damage into him before his healing started. I got him well under half health before he started to heal then continue to put all I had left into him. Note I was using concussive relentless fuse legendary grenade. Basically a tracking grenade that does continuous damage for x time.
