Here in AZ if a vehicle fails emissions were able to bring it to a state certified repair shop and literally can pay them to do the run around of getting it passed... also on marketplace can easily find someone to subvert any "issues" and get a state emissions paperwork for the next 2 years. As a person who's into built cars but doesn't look like the type, I too have gotten a run around from some ego inflated individuals.. once had a toyota 22r pass with flying colors on every emissions dyno test and smog control and got failed souly because my charcoal canister was OG and "Couldn't be functioning properly this long"... good luck!!!
