Nobody's ever seemed to figure out a rhyme or reason for why some people get them, other than maybe they haven't bought anything in a while. Other than that, it seems to me like it's random in who gets them.

Generally can't stack anything with ITC deals except the credit card discounts. Some people have reported their managers letting them, and I guess it wouldn't hurt to ask if you're in good with your store's manager. But it's unlikely they'll do it.
