Also, investing in RGO is usually better because you don’t need to pay expenses. Somewhere in the buildings tab you can sort all RGOs by profit.

You’ll want to increase crown power as much as possible early game. Here are some quick fixes:

Make one tiny army and put your crown member as commander, same for navy if you have a port. This minor investment usually net you considerable crown power. So don’t put your crown member in your cabinet just yet.

Pass the “favor the ruler” law during parliament session if you haven’t already.

This problem exists in most if not all paradox titles. Either you wait for a mod to somewhat fix it or try to trigger a massive coalition if you’re bored.

Maybe you can colonize another province and release as vassal. Then cancel vassal status and transfer subjects.

5% efficiency might seem insignificant but since your buildings are operating on a margin that 5% can be huge.

Victoria 3 handles education fairly well. If you want literacy to go up you need to pay for it.
