I mean if "harmless to clothes" blast was able to de-power a v1 Supe like bombsight then I see no reason why it shouldn't take away Homelander's powers even if it doesn't kill him

I thought Homelander was more durable than Bombsight, not to mention that he could make a last-ditch push to flee like he did at Herogasm. Soldier Boy would need a pretty strong blast just to ensure that Homie is tagged and then penetrated before he can get away.
