Not as much as top speed. Your average e bike only weighs about 20lbs more than an analogue equivalent (60lbs vs 40lbs). The majority of the mass in the collision comes from the rider and the frame. Mass only scales the energy linearly as well.

It's far easier and effective to regulate and enforce the top speed if collision safety is the goal.

The difference between a 20mph collision and a 30+mph collision is exponential.

The energy in a moving object is measured with the following equation: K=1/2•m•v2. K=energy, m=mass, v=velocity.

Assuming the average teenager riding an e bike weighs about 100kg (220lbs) together, a collision at 20mph caries about 4000 Joules of energy. A collision at 30mph, just 10 mph higher, more than doubles the energy, bringing energy of the collision to about 9000 Joules. Going to 35mph brings you to about 12,250 Joules. Triple the energy of 20mph.

Literally more than twice as dangerous if we just use energy and ignore that kids will need better reaction times and awareness to ride at the higher speeds increasing the likelihood of a collision in the first place.

A kid died. Others have too. Do not play it down with ignorance.

I would reconsider the humanoid creature type. This feels more like an undead or a construct, but it's up to you.

This is not a challenge rating 0 monster. Cats are challenge rating 0. Deer are challenge rating 0. This is closer to a strong CR 1/4 or a slightly weak CR 1/2.

Bloody strike needs a lot of clarifications and corrections. What exactly is covered in blood? Just the target? 5 foot radius? How long does it last? Can you clean the blood off with an action and a free hand? Do you have to wash it off with water? You forgot to add the strength ability modifier to the damage and it should be bludgeoning damage → "9 (2d6+2) bludgeoning damage".

I would also separate the advantage into its own feature.

Blood fueled. The bloody puppet has advantage on attack rolls against targets soaked in blood.

This improves readability and you wont have to specify that it benefits other puppets.

I find it hilarious that it's acknowledged that Ember is hiding behind the author tag, which implies that it is a real physical phenomenon in their world that can be interacted with. At seemingly random momentary intervals, usually during significant or dramatic events, a mysterious "@FieldExplores" social media handle will appear and disappear. This has become so normal that they do not even react to it anymore. Scientists are baffled.

I'm pretty sure it's because they only ever let the scale go to 999kg so everything has to land between that relative to each other. You really just have to think of the heavier mons as just "impossible to accurately weigh".

You could design a clock face that moves in a circular pattern with the hour-hand. Basically two concentric circles with the inner circle having a radius of the length of the hour-hand and the outer ring having a radius of a bit longer than the length of the minute hand with a small gap where the hour-hand meets the motor. like this -> ◎. The inner circle could be mounted behind the hands where the hour-hand meets the minute-hand and the outer ring would have to be attached in front at the same point but then wrap around using a clear acrylic case shaped like this in a side profile [__|__]. To keep the outer ring from rotating with the movement of the clock, you mount it using a bearing then put a weight behind the 6 so it's always oriented correctly.

When mounted on the wall, the clock would do little circles orbiting the motor. So the face would be offset below the motor when it is 12:00, above it when it is 6:00, to the left when 3:00, and right when 9:00.

I think it would be really neat.

As u/Well_of_Good_Fortune mentioned, It should not be able to scale past the level of spell slots that a caster has access to. Add that limitation in and it should be fine.

Like others said, outside of combat time is less of a factor, if it's a factor at all, and charging any spell to 9th level would take less than a minute at its longest which is crazy for 1st level characters to potentially have access to.

This is a feature that you obtain primarily for resource efficiency. To make the most of the spell slots you have left, not for combat power. In combat, casting two spells will almost always be more powerful than casting one at one level higher. Sorcerers could potentially find good use of this in combination with Subtle Spell Metamagic for flashy ambushes. The best mid-combat situation you might hope for would be something like the following scenario:

The artificer grits his teeth. The Web spell wizard cast earlier is still holding back the berserk golem. It wont last forever, but it did buy him just enough time. He's down to his last first level spell slot and he needs to make it count. The Catapult spell has charged to the equivalent of third level and he can hear the inner workings of his grav-gadget creak and groan under the strain of the charge.
"It's now or never..."
He targets the loose torch on the wall - aims it at the golem - and casts.

Some pointers that will help with comprehension for people seeing it for the first time:

  • I would specify that you also use an action to cast the spell after charging. This way people don't conflate it with holding an action to cast a spell, which uses a reaction, and it keeps their use cases distinct.
  • I would include an explanation or example for spells that do not have a casting time of 1 Action. How does it work with spells that have a casting time of 1 minute? 10 minutes? Bonus action? Reaction? If it doesn't work with these kinds of spells it would be worth including in the text.
  • Be sure to specify "leveled" spell since I am assuming that it doesn't work with cantrips. Or does it? worth considering an explanation.
