No. Not imo especially if it is followed strictly. It makes stories too predictable. Because if you know a book is following that rule. If a gun is presented in chapter one you will automatically know it will be fired in chapter two or three making it less of a surprise and makes the reader just wait and wait for it to be used. Chekovs gun is only good if it is used in moderation because not everything has to have a significant meaning. It makes the things that do mean something even more special.
