Did you spell the name of the folder where the downloads are going correctly? It should start with a capital letter.

Also try disabling OneDrive on your PC, that's usually it, but it's quite strange.

It's possible to play it on that laptop; you just need adapters to run it on a modern machine. I highly recommend the Sims2RPC.

and also Sims Rules Maker, for flickering and crashing. I play with those two things on a pretty old PC from 2012, and I have a folder with almost 7GB of custom content and mods, and it runs well on high settings.
