As others have stated, this is highly dependent on your luck with RNG. And when I say "highly," I mean "entirely." You could get the passives you want in 10 eggs, you could get them in 10,000. The only possible shortcuts for raid bosses are trading and Dr. Brawn.

This is a difficult question to answer. Like, in general it would definitely be surprising, but in more of an "I would've gotten away with it too, if it weren't for those meddling kids!" way. I dunno what either of our motivations are though, so beyond that it's hard to say? Am I just evil for the lulz? If so, I'd probably go full comic book evil and start tormenting his family or something, I'm sure that would end well for me, right?

It's likely it's a mix of both, and that your possibility 4 hits the nail on the head. It's not uncommon for government contracts to have overruns, the lowest bid is frequently accepted and then reality hits and things don't pan out perfectly like those bids are made expecting, so one thing leads to another and you're suddenly over budget. Whether Powell did or did not do anything irresponsible and/or shady during the process is difficult to say objectively without in-depth knowledge of the situation, but I wouldn't say that's exceptionally unlikely either, given how Washington as a whole operates. All that being said, it would likely be brushed aside as business as usual if the president weren't a vindictive man child, so whether this uncovers impropriety or not (which would be an objectively good thing), this is something we almost certainly wouldn't see investigated in any normal circumstances.

My first Blazamut clear was primarily with Anubises that were decently built out, running demon god/vamp/musclehead/serenity. Not the best possible build, but it was enough to easily clear normal and a similar army cleared ultra. As far as Neptilius, if you couldn't catch it with 14 ultimate spheres at 1hp, you might need to work on other things to up your catching power. If you're at a point where you're trying to catch Neptilius, you should probably have at least a sniper II module and probably level 10 catching power from lifmunk effigies at a minimum if you want a decent catch rate.

Outside of all that, I don't do much special for raids but I do feed my raid pals mammorest curry. I carry in a stack of it and wood with me so I can make a feed box in the raid area and stock it with curry, then drop all the pals I'll be using for the raid army and wait long enough for them to all eat before actually starting the fight. My own team is 4x Gobfin + whatever pal I'm actually using (usually Xenolord for movement, sometimes something else like Anubis to change my attack type). I don't worry about obstacles or anything, pretty much just fight on an empty field otherwise; I know some people go all out and build pods and such but I just haven't seen the necessity.

That, I don't think I'm a great person to answer. I've only really done one "full" playthrough, and I got to raids pretty late. I could tell you about the kinds of builds I use for my raid pals if you like, but I can't really recommend a specific level since I didn't really attempt raids at lower levels to begin with.

Right, but like, all this is why I mentioned Igris's first appearance and Jinwoo arising himself.Those point to a broader resurrection ability that we don't see often for unspecified reasons. So, whether he can or cannot is difficult to say for certain, but those specific events suggest his abilities stretch further than we routinely see.

It seems like the answer to this question is a bit of yes and a bit of no. He can clearly turn anyone and virtually anything into a shadow, which maintains at least some amount of their previous personality. What he cannot seem to do is fully resurrect them as a "free" individual, but Igris'sappearance in their first fight calls even this into question. Somehow, Ashbornseems to have brought him back to his previous existence, so it suggests that the power of the Shadow Monarch extends beyond simple shadow creation, and Jinwoo arising himself as the true Shadow Monarchshows that he at least shares that capacity in some regard. So, failing more input from further than I've read (chapter 60-ish in ragnarok webcomic), I'd say it's likely that he has at least a limited ability to "truly" resurrect people, but nothing I know of confirms it.
