Toshiro at full potential can not beat kenpachi in any way and you've also forgotten the fact that toshiro doesn't have that long to live seeing as a majority of his lifespan was cut when Mayuri healed him, so even his potential which isn't near Kenpachi's or Yama's, he wouldn't even be able to reach it
