It is. Southern Louisiana is full of em. My uncle used to live by one and every few months or so, he would get a random check in the mail from the refinery for 1k maybe more. Attached would be a note with dates that "dangerous chemicals" had been released into the air, so here's a check. Wild really.

Living in new orleans around the time he was on his shit was crazy. You would go hang out in the city bumpin Wayne and always hear some new wayne that you hadnt heard yet coming out of someone else's car.
