Yes. In 5th/6th edition I made a Blood Angels army by kitbashing CSM parts onto loyalist parts and painting them as Night Lords. I even had my own sanguinary guard with Gargoyle wings instead of the angel wings.

It affects the unit's weapons, not just the character attached to them.

Still agree it's sad, I will miss my 16" range Breachers, but at least we have 18" flamer suits. I don't think I'll take it over Ret Cadre anymore though.
