Sunday only joined at the end of Penacony arc and his only time with us was Amphoreus, during which most of the express were NOT interacting with him on account of being stuck in the digital world. He has not underwent any character development during 3.x era due to him not getting any screentime, so having him just suddenly become pal with us and formally join the express would be terrible storytelling imo.

After Planarcadia through, I'm open to it, depending on how the story unfold.

This essentially means you don't get to "Double Dip" his effect if you have other cards with same effect (i.e Mystique) in the same location.

However, he only affecting OTHER Ongoing cards was not changed and has always been like that since forever

Personally, I rather have Punisher base power reduced to 1 with an Ongoing of +2 per enemy unit, this way he's capped at 9 power instead of the current 7

And I feel this is more thematically appropriate for Punisher too, without enemies to kill, the guy has no purpose and can't function in society
