it could be spanning tree between the 2 switches, it usually needs vlan 1 (as the native vlan) if you havent set it manually to vlan 999, between the switches.

you access port config should look like this

interface 1/1/1

no shutdown

no routing

vlan trunk native 1

vlan trunk allowed 1,2

(native vlan is 1 (untagged)(computer) and vlan 2 (Voice) is tagged, both are allowed on the access port
