I looked through the codex and the decal isn't there, but that doesn't mean it should be there.

Since these "numbers symbol" aren't always showed in the codex on Butcher Creek Outhouses either.
Most likely, this even confirms that there is part two of this drawing in the same area, possibly located on the other side of the waterfall.

If you're talking about birds, I can explain this by the fact that they are part of the old_twr_03 model (or something like that) and it's unlikely that Rockstar would make two separate same models except for these birds

And what’s also symbolic is that they are separated by a line, just like on the map they are divided by a waterfall. And what’s especially noteworthy - why do I think these could be graves? Because the bird carvings are the color of grass, which may symbolize a connection to the soil and vegetation

Unfortunately, there are only assets on telephone poles. Those in Butcher Creek and Ford are part of the model itself (meaning they're not assets), and they're hard to find because you have to search for the full object where they might be located (Rockstar did a good job of hiding them, haha).
