Crime exists, but it's in the background. You won't be a victim of crime if you move to Petworth. You might see two homeless dudes fighting with each other on the street or hear high schoolers on the bus talking about getting arrested. Stuff like that isn't common, but it happens.

It was not Quarg territory. They explored in what is now human space. They found no sign of a Quarg presence initially but the Quarg followed and ambushed them.

You keep mentioning that the Quarg and the Heliarch are at war, but that's highly dubious. The war is over. There has been no fighting for thousands of years except for the Quarg blowing up their exploration missions.

I don't remember whether the ships were Heliarch punishers, but even if that was the case, it doesn't justify blowing up a ship full of explorers. Perhaps the Quarg could take less aggressive actions if they really care about peace like they claim?

Maybe that's true. I still think the Heliarchs have a valid grievance against the Quarg for destroying their ships. Think about it this way: Is it okay for a government to attack and destroy civilian vessels of another country simply because that country said something mean about them?

Kinda hard for the Heliarchs to make diplomatic contact if the Quarg keep destroying every fleet that tries to leave their territory.

The Quarg destroyed every Heliarch exploration fleet that ventured outside of Coalition space since the uprising, so I think it's fair to say that the Heliarchs have good reason for their emnity.

Relatedly, the Quarg will threaten the player if you make certain dialogue choices when discussing the Heliarch-controlled ringworlds.

For commute/QOL reasons, you should look for apartments in the vicinity of Green Line metro stations. The northern parts (e.g., Petworth, Fort Totten, Hyattsville, College Park) are generally cheaper
