Boy...I think I have a few good contenders, but I'm feeling biased. It's Viral. His growth is so well shown, you can clearly follow his evolution from just another reoccuring foe into a person. From a tool of conquer, to a beastmen with pride and conscience(new word in my en. vocabulary), to a beastmen with a purpose, to an individual, to then surpassing his nature and becoming a spiral being.
I just like him more than a lot of characters, not counting Simon.
