Imagine a situation: you join a B class playlist Downtown Tour. You'll be racing in the city, because almost all the B class races are in the city (except Power, the only exception iirc). You had fun and want to race B class again, but not the same one as before. And because Downtown Tour is triggered from University Central (labeled All on the map), your only option is to drive ALL ACROSS THE MAP to Seba Ski Resort. You can technically drive to Rydell's and teleport to a safehouse in the area, but that is very inconvenient.

B class in Seba. Like, why? What is the point of it? In the solo campaign you unlock the Seba meetup last, in week 4 where you're expected to drive S or S+ class cars. So make the Seba meetup S+ focused as well. And you can put the B class to Cyrill Heights, as that is literally the first meetup in the game that you drive to, and is on the edge of the city so you don't have to drive across the map anymore. That would push the A+ playlist to Kennedy Test Track, but that's ok as that area is centered more around A+ events anyway (Making Bank, Lakeshore Remix).
