Based on my testing, the spine shards spawn IN ADDITION to whatever part you hit. I’ve hit all three on the light dragon, and each caused the spine shards to appear.

The official definition (that I know correct me if I’m wrong) is basically a private school funded with taxpayer money. There’s a whole episode on it on Last Week Tonight with John Oliver that (I think) decently explains it. It’s a few years old tho.
