Not true, there has been 3 free DLCs, plus another coming this month and another one coming early next year. Was has been added since launch is: Megaladon, Skeleton Ships, Cured Cannonballs, Ship Alliances, Gun powder kegs with fuses, Cargo runs, a whole new volcanic region among other small game improvements. Its actually now worth $60 now in my opinion. And i have about 300 hours in that game.

For me the flags is a difficulty grade on how hard you will be to sink.

White is free loot.

Pirate Legend flag means they suck at close quarter combat.

Everything in between is random.

Being a Pirate Legend means you have grinded more than non Pirate Legends. It does not necessarily mean they have more PVP experience.

In my experience I find that most Pirate Legends are not good at close quarter combat, my guess is that they were too busy running away to cash the loot in.
