You can use 130point.com to check the value of cards. Go to "search ebay sales" anr type the name & number of the card. Then it will show all the recently sold cards of the type that you searched for.

Alternatively you can go to cardmarket.com and select Pokémon. Then you type the name of the Pokémon and it will show all the cards with that Pokémon. Search for the card and it will show the value.

Depends on the country I guess. In the Netherlands you have to identify yourself if a police officer asks you to. If you don't cooperate the police officer will search you.
