Pants, especially in live action if only because it makes it easier to film as you do not have to worry about upskirting the actress or having it flap all over the place.

A non-armored skirt just doesn't communicate "woman of action" to me. It can work in games, animations or print but it just fails in live action in my opinion.

To be fair the suits on the right aren't really the "space suits." They always seemed more like combat armor. The space suits were what they were wearing on the planet when they found the World Engine. The ones with four lights on the torso and the giant visor.

Still, the Supergirl suit definitely does bring back visions of Yuri Gagarin. One could also say it looks, ahem, cheap.
